Es geht daraus klar hervor, dass sie verpflichtet sind, einen Kalifen aufzustellen, der Regentschaft und Staatsgewalt ausübt. Dies ist für die Erfüllung der islamischen Rechtssprüche notwendig und nicht bloß um der Macht und Herrschaft willen.
